does anything fill in the air gap on the back side of the fender to bumper? or does that help will air flow?

The rear over fenders don't seem "I need to remove my rear bumper" friendly. Was that part of the design? Or were they thinking no one would ever need to take the rear bumper off?

You have to remove some of the over fender fasteners to remove the rear bumper but it is still possible to remove the bumper.
If you rivet mount the over fender I could see it being an issue.
