fastest car was a good deal faster than 2:05. And it wasn't very near stock, just very well put together and thought out. (IMHO atleast)
Reason for the "street" requirement I imagine was 2 fold. 1 was to make things similar to a "street" car, and 2, tires are the great equalizer. Put all cars on the same one and you have a much better comparison of true chassis tuning.
