(Yes, I've run the datalogger at events where timing was not allowed. I try to be discrete about it, not walking around telling everyone what my lap times were.)

No, many track days do not allow timing at all, for insurance reasons.
That being said, just because there is a blank on a form does not mean you are filling it out every time.

We have even had insurance people show up at the track as students, not so much with the intention of driving, but to just do "undercover" work.
