Without reading this entire thread, I'd say the best steering is done less with your hands and more with your feet. Its a general statement but I think pretty accurate.
I agree, if the car is setup nicely the steering inputs should nice and minimal.

I remember watching this video you posted up of a rainy Buttonwillow day and thinking your counter steering was nice and smooth. Different scenario than what the OP was asking about but still a great example of good steering in my opinion:

Anyone who wants to see the smoothest possible steering inputs while drifting just lookup any video of Nobuteru Taniguchi.
Thanks for posting up all the info! It really helps to have someone break down the steering into a step by step process and to see some good videos of it. I think I've narrowed my problems down to:
1. Too much input
a. too much shuffling
2. Sloppy counter steering
a. Hands off the wheel

Ha, thanks! But to be honest, if you re-watch it there is a LOT of over correcting. Thats why I had a lot of "double" slides per corner and you can see the car "wiggle" a bit on exit on many of those. And obviously, the best car control is never getting THAT loose in the first place.

The e30 is an extreme example. Im pretty sure the rack is 37 turns lock to lock. But I must say, every time I drive a CR or AP1, I always think that car felt great. Later I realize its the rack (or at least its a big part of it). AP2 leaves a lot to be desired when you drive quicker racks.

Here is a video on a course with some tight corners. I always try to make sure I setup before I enter the corner so my hands are all crossed up if I have to make a steering correction mid corner.

I like to keep my hands at 9 and 3. The car doesn't seem to need more steering input past 180º. Also try to slowly turn the wheel leading toward the apex. When done right you should be able to unwind the wheel the moment you clip the apex. (ie. one turning input for one corner)
