There are 2 straps on the inside of the convertible top. one above the driver and one above the passanger. The one above the driver on my car is showing considerable wear. There is already a hole worn in the strap and some of the threads are hanging out on it, but the convertible top above it is fine. It looks like these straps don't really do anything, they not super tight, and it looks like the top will operate fine without them. If I were to cut them out, would it affect the top in any way?

Yes, it will effect the top operation, they are designed to pull that bar when the top is going down. Take a look at Bret's posted link for more info.
