The article in Temple of Vtech is very good. www.vtec.net

I have the press kit and here are some things from memory:
1) Better braking with new Jurid 632 pad material - changes in brake master cylinder to take advantage of the better pads
2) Bigger wheels and tires
3) Front spring rates up 7%, rears lowered a tad, to reduce oversteer, and especially, reduce sensitivity to bump steer when hitting a bump in mid-corner
4) Stronger tranny case and carbon fiber facings on the synchronizers for reduced effort and more consistent feel
5) The diff case is much stronger, and the gears themselves have been made stronger by about 10% by a new shotpeening process.
6) Front end allows more air flow into rad/engine bay
7) refinement of the accelrator pedal's travel and fuel delivery for tighter control of throttle inputs, esp when running hard on a bumpy surface
8) I believe the engine exhaust note is beefier - Mugen re-tuned its catback echaust and it sounds awesome.

why is there a spike at 3.5k rpm?

is that a dyno of your car?
