I think that given they're both basically the same design (except for the 1pc vs. 2pc), they would be similar in noise level. It would probably boil down to which air filter allows more sound to travel outside the intake.
I say AEM is loud, especially when Vtec is engaged. I personally wouldnt get either intake. Take a look at Comptech before you make your decision. Mugen is another option. I wouldnt get this intake either because it has a $1500 price tag. Way to much in my opinion. Spoon would be another option but the CF airduct cant take extreme heat(it will fade).
My Comptech does make a whistle sound.
Take a look at HKS or Greddy.
Good luck

My Spugen CAI is pretty darn loud in VTEC, WOT.
Definately takes a different tone altogether than any other intake I've heard.
While neat (and I'm pretty sure loud bolt ons add at least 10-12 hp), I'm more interested in losing the bog feel that the stock setup has (at least to my butt dyno) at 4K RPM. The Spugen CAI setup has done this very well.
If you're in So Cal, Spugen may be an option.
