Anyone else have splitting paint on the battery tie down? (pic)
That's not a "Honda" problem. It's very common in a lot of cars I've seen through the years. I agree with Spankee, I don't think that's paint. Aside from looking tacky, it's not a big deal. It shouldn't cause you any problem for another 12 to 15 years when the metal corrodes from the battery acid.

Same thing happened to me. I just removed all of the black coating, sanded the metal piece (so now it looks brushed) and reinstalled it. I'm going to get around to painting it black one of these days.

Edit: Why the manufacturers (all of them, not just Honda), can't install something like this instead of the cheap little item they're using now, is beyond me. Ok, so they save $0.02 per vehicle.
