Usually a picture is worth 1000 words, but in this case a description would help.

Since day 1. Many people have it and there are multiple threads about it here.

Well, this just happened when I was just wiping the car down and barely saw it not too long ago. Don't know exactly how it turned out to be like that. Some say it's the heat? By the way, it has never been into any accidents or anything of that sort.

Every S I know has it. I checked when I was buying mine and all the new ones had it too. Oh well.

Yep, common AP2 issue. Just one more reason AP1>AP2

Seriously, there is a thread on how to fix the issue... just cant find it.

I just took my s into the dealer for the repair to my rear bumper defect, the dealer is clueless about it. I showed them the pictures of the pop rivet repair,
there is no honda clip part available to secure it. Can anyone who has had it
fixed, tell me if it is still fixed. Alot of people dont like the idea of a pop rivet
securing it in place because of its free floating design. Has anyone experienced difficulties with this fix? Did they secure both sides? I was wondering in extreme
heat if the other side would push out. Any info or solutions would be greatly appreciated, I really dont want to live with it like it is, in 70 degree climate its
not so bad , but in 95 degree climate its really pronounced and an eyesore to me,
the paint will rub off and peel over time which creates another problem. If your
bumper was fixed and is still good ,please email me the name/address of your dealer who corrected it so my dealer can contact them to see how they fixed it , thanks again!
