A professional paint shop/smash repairer should be able to manage. The CF is under the clear mold not above. All they have to do is remove the paint and add a few layers of clear paint coating.
Isnt the CF gel coat already ruined since its painted Spa?
In order to paint the CF hood yellow, wouldn't you have to scuff the cf hood so that the primer and paint will get a good, smooth surface to adhere too?
My first question would be was the CF hood layed up to be unpainted. There is a big difference in how you lay up CF depending on if it will be seen or not.
If it was originally clearcoated, you should be able to sand off the yellow paint & primer coat and get down to the clear gelcoat. I would suggest wetsanding, starting with 600 grit and finishing off with 1000 grit to get a nice smooth finish. Finishing with a polishing compound should bring up the luster. If you are careful, you shouldn't even have to clearcoat afterwards as long the original part had a decent gelcoat on it in the first place. Just be careful not to sand past the gelcoat into the resin.
