Default Best Way to Silence Muffler

I am looking for a way to silence my muffler. It sounds great when driving in the city but once you get on the highway the noise is unbearable. What would be the best way to silence it:

A. To put a screw-on silencer at the tip of the muffler

B. To weld on a ceramic silencer on the exhaust system under the car

C. Another way (please specify)
