Not sure what part it is. Its the part that you can clearly see when you are looking at the wheels. Its kind of a big roundish part. Ever since I bought the car it had a tendency to throw off rust.

The discs.

They will always have some degree of rusting on after standing still for a period of time, nothing to be concerned about.
