One difference is in what they do, Canards for the most part create (or should create) more front end downforce.
The Mugen splitter was designed to smooth the airflow and prevent lift, they also help under rapid decleration (make the car wander less than with out it).
Other splitters may act more like canards and generate downforce and some others are just for looks (depending on how they were designed and if some type of air flow test was done during the design process).

Sorry, but this post indicates that you know more about marketing pitches than aerodynamics.
1) "Canards" (somewhat of a misnomer) are really, really low aspect ratio wings with a small planform surface area. It should be obvious that their direct downforce effect is limited, and that they are draggy. Their actual purpose on race cars is primarily as vortex generators.
2) "Preventing lift" and "creating downforce" are exactly the same thing.
3) That splitter is going to make a lot more downforce than those canards.
