If you call the cops they can't do anything as they didn't see it happen plus you will need witnesses (chances are the kid is one of a few that probably do it).
Following them to their house is the same deal. Only leverage you have there is you can thrash their owns cars one night and see how they like it.

Yup, that is wild west Oklahoma for you. It is called the "Stand your Ground law" (no kidding) signed into law a year or two ago. It is a companion law to the earlier "Make my Day law" (still not kidding).
