EDIT: I felt guilty for enjoying this thread without actually posting something useful pertaining to the OP's question, so: OP, to me it sounds like you're describing the chime that reminds you to buckle your seatbelt. Try searching for "seatbelt chime" and you may find that someone has figured out how to disable it.
