Looking at a car for a buddy of mine, there is a local owner selling a 2003 ap1 siverstone with 114k for $9800 OBO. Car is relatively clean no tears in seats just normal wear, body has some dings and dents. Car has new brakes all around and tires. The top has 1 small rip in the normal area. was going to look at it tonight with him and drive it etc. Owner bought it with 40k from nevada and drove it as his daily for 4 yrs. No rust and still has the rear quarter panel weatherstrips on them. Other then that it seems ok but the one thing that worries me is that the car has had 7 owners
. just wanted to get some opinons of what you guys think price wise etc. he said hes flexible only cause he needs money for a house

Number of owners is not a deal killer. To most people an s2k is a fun summer car. People need to have a fun summer car at least once in their lives. Once they get it out of their system they move on.
The question is how did they treat the car? From what you describe not great, but the s2k is a tough car. Dents can be fixed and matinence brought up to date. As these cars get more rare you have to lower your standards or open your wallet.
Let the car do the talking. Drive it, you should know what a solid s2k feels like. If the car hits all the marks, have him grab it. Bringing the car up to enthusiast standard will be a fun project.
Good luck
