I live near both roads but have only driven the dragon. Probably driven it about 25 times with my s2k and an old ninja 636 I used to have. I moved to Maryville, TN last year and heard about devils hwy but have yet to try it out. Do you live near the area? We should hit up the road there sometime!

 

There is a road on the TN/NC border that I think is better than the Dragon. When I had my Starion, we went out there and drove it and it was brilliant. Not 1/10th of the traffic that there is on the Dragon, and no cops either. We called it "Area 32" because it's Hwy 32. You can Google Map-it and just zoom in on Hwy 32 on the NC/TN border.
