FYI- to replace this piece, the windshield has to come out. If you have them do this, make sure they don't scratch the black tape around the windshield as they did with mine. They had to replace this in addition to the weatherstripping since they screwed it up. I was without my car for a week waiting for the tape to arrive.

Yes, that's the one. I had it done at the dealership under warranty. If you are outside of warranty, they may do a goodwill consideration which means they may cover a portion or the whole repair.

I have the same thing in the same area you circled. I see that there is a TSB on it, is it a big deal if it is not done? I would rather not take a chance of the dealer messing up if it is purely a cosmetic thing.
I had the same problem - but I didn't trust the dealership to fix it. I purchased the GE Adhesive described in the TBS, and followed the directions given in the TBS. Being careful to mask off all areas that I wanted to keep clean, after the adhesive was applied, I used duct tape to hold the rubber seal down while the adhesive dried. The adhesive is "nasty stuff", and probably nearly impossible to remove, once it is dry. The project turned out perfect, probably better than the dealership could have done.
I have the same issue. Used some heat resistant, water resistant glue to adhere that piece back down. Haven't had an issue since. I don't recall the actual glue, but even still, not a big issue even if you have to do it every few months.
I've had this problem for about 9 years. I'm still on my original windshield and when I see it happening, I usually just tuck it back in. For me it's purely cosmetic and doesn't create any wind noise.
