What's so special about it other than headlight washers, a paintjob, and a tacky looking radio door?

This is likely European (or specifically, Greek) Honda marketing. It's not unlike the "special edition" Spa Yellow S2000 marketed here in Canada back in 2001. It came with the hardtop installed from the factory and only the yellow ones were deamed "special".
I'd save the cartwheels for something else.

Not necessarily. In some circles, a "signed" body part is highly revered. People will pay 10's of thousands extra for a car signed by some famous person. And having a "special edition" plaque on it may hold some value for some. I mean, take a look at all those "special edition" Camaros and Mustangs out there over the years.
