What are these called, and where can i buy them.

Those are commonly referred to as "EK fog lights" because they're originally meant for the EK chassis Honda Civic hatch (96-99).

They can be bought from Evasive (site sponsor) and other assorted JDM-era online retailers.

There's a rough write up on how to install them somewhere around here, it involves cutting your bumper. Search the gallery forum for "EK FOG" and you should get some hits.

Are they true fog lights and not the "driving lights" that are white, and don't work in the fog? I have seem them on Evasive's site, and thought about ordering them later this year.

Well the lense is yellow, so emits a yellow light beam which helps in the fog. So you could consider it real foglights.
