If no one posts to a thread, it moves down the list as others have more recent information. After about 30 are "newer" than a thread, it goes to the next page. A lot of people only read the most recent threads (first page). By posting "bump" or "TTT" the thread has a new "post" and moves to the top of a forum's front page. This is usually done by a thread's author to keep it in "public view" so it gets more replies.
