It should be in the $5K range to fix. Make her ins. pay for the work if your are not at fault. You will need to get a new rear qt. panel and have the damaged one cut-off and some frame work done.
driver's found negligent (running a redlight is highly negligent and also illegal) should be sued for damages (mental and physical anguish caused) after their insurance pays for the actual vehicle damage. This separate civil case should be something their insurance is off the hook for. The liable person must pay damages at least amounting to the amount of vehicle damage or have their house foreclosed on or their possessions auctioned off (kids sold into slavery) to pay for them.
The problem with insurance is that this person will feel no real personal repercussion over her negligent and criminal action because insurance foots the bill. She could have killed you and the only thing that changes in her life after this is that her husband notices that their insurance policy goes up a bit. It doesn't teach her a lesson that she has to feel and therefor her driving will likely not improve.
