How Are These Fenders Achieved ?

. Was watching this video on YouTube and saw these fenders which I have never seen before. Does anyone know where these are purchased or how this look is created ? It seems to be a carbon piece placed over top of or in place of cut out fenders ?

Sorry I should’ve specified , I mean the fronts . Where it’s carbon .

those are fender diffusers, its from J's Racing, they work with their fenders.
