1. No bills to pay
2. No interest to pay

Also Google checkout is like PP, only they only process credit cards. They are cheaper then PP too. You might want to look into them.

Find the Dispute Console heading and under that is Report an Item not Received. Go from there.
In general, If the seller has paypal funds available, then paypal can get the total amount for you. If not then paypal will only refund a part of the total item price as the money is then coming out of their pocket.

He was a ebay verified member and paypal verified but that means nothing I guess. You would think that since they are verified and commit a crime that they can press criminal charges and follow the paper trail back.
What does verified mean then? any two bit crook can get verified and have zero repercussions.

I sent him an email asking him to work with me to resolve this issue in good faith and I will contact all parties to dissolve the bad status on his accounts and retract the negative feedback.
I have purchased a few items on ebay, but I ALWAYS buy from someone in driving distance and ALWAYS exhange funds for item in person.
Ebay (and Paypal) are a scammers paradise...but you can make it work in person.
So, what next?
Reject the CC charges would be the first step. I suspect Paypal is used to this ploy and will promptly send the CC issuer proof that they added the funds to your paypal account and then that you transferred those funds out.
Paypal provided the service promised and will be able to prove it.
At that point, the CC issuer will release the dispute in Paypal's favor.
Your dispute is with the seller of the item, NOT paypal, therefore the charges will stand.
Given that, paypal won't help you much with the fraud part. Paypal was borne from 2 things (helping folks xfer cash) and locking out CC disputes. This is their game.
