Always and I mean always pay via CC when using PP. Not doing so will leave you at their whim.

Have you ever read the text of the web they present you when you change from Instant to CC? It basiclly says the follow:

1. No bills to pay
2. No interest to pay
3. No unauthorized transactions

Note it says nothing about buyer protection. So protect yourselves, pay via credit card.

Also Google checkout is like PP, only they only process credit cards. They are cheaper then PP too. You might want to look into them.
I did use my CC for this transaction. Captial One doesn't charge a service rate to convert US to CDN and vice-versa one reason why I use it for my online transactions.

These tips are valuable.

Do you know what base the guy works at? Is he a civilian? My gf works as a civilian engineer at Picatinny Arsenal in NJ and if he's from NJ I could have her look him up.

Also Ebay claim just takes you to the paypal claim.
Click on the Site Map. It's at the bottom of the page.

Find the Dispute Console heading and under that is Report an Item not Received. Go from there.

In general, If the seller has paypal funds available, then paypal can get the total amount for you. If not then paypal will only refund a part of the total item price as the money is then coming out of their pocket.

I purchased a Greddy ECU from Robert Hamilton, robert.hamiltoniii@us.army.mil

He did not ship nor did he refund the money, Paypal claim cannot refund the full amount and it looks like i'm getting stuck with the bill.

I know this sounds awkward but should I contact the US Army and let them know that this person has commit fraud?

He was a ebay verified member and paypal verified but that means nothing I guess. You would think that since they are verified and commit a crime that they can press criminal charges and follow the paper trail back.

What does verified mean then? any two bit crook can get verified and have zero repercussions.

This sucks
you got PM'd

Per AKO White Pages that individual is a PFC assigned to 2d Bde 2ID at Fort Carson, Colorado. Try the post locator there. You may have luck with the individual's commander, but generally speaking the command won't get involved with this sort of civil claim except on a good faith basis.

You'll probably have better luck working through ebay or PP.
The only reason I would go to that extend would be out of principal. A civilian committing fraud is one thing, but someone serving in the military should have core values instilled in them if they want to serve with honor.

I sent him an email asking him to work with me to resolve this issue in good faith and I will contact all parties to dissolve the bad status on his accounts and retract the negative feedback.

I have purchased a few items on ebay, but I ALWAYS buy from someone in driving distance and ALWAYS exhange funds for item in person.

Ebay (and Paypal) are a scammers paradise...but you can make it work in person.

So, what next?

Reject the CC charges would be the first step. I suspect Paypal is used to this ploy and will promptly send the CC issuer proof that they added the funds to your paypal account and then that you transferred those funds out.

Paypal provided the service promised and will be able to prove it.

At that point, the CC issuer will release the dispute in Paypal's favor.

Your dispute is with the seller of the item, NOT paypal, therefore the charges will stand.

Given that, paypal won't help you much with the fraud part. Paypal was borne from 2 things (helping folks xfer cash) and locking out CC disputes. This is their game.

That is why I always use my CC through pay pal. If they get goofy I'll dispute through the CC company and let them deal with it.

Call the MPs at the base he is stationed at. If you are lucky they will pay him a visit to inquire about the situation.
