The article also says: "High performance power now starts as soon as 3,000 rpm compared to 6,000 rpm on the 2003 model. " Does this mean the Vtec will kick in at 3000RPM instead? I think that's way too soon; 4.5K is perfect. Notice that they're comparing 3K to 6K on previous models.

No, VTEC won't kick in at 3000. Well, I don't think it means it will and is very highly unlikely. It just means that the '04 will make the same lb-ft at 3000 as the '00-'03 makes at 6000, by virtue of the increased displacement. Which is about 145 lb-ft crank. This can be seen from the curves shown in the "training manual" thread. It's a bit arbitrary, and I think worded to be a bit more impressive than it is.
