Default KBB Pricing Wierd

So I have a habit of checking how much my S is worth on kbb from time to time. One day I thought to look at other years with the same mileage and compare how much the prices fall/rise depending on the year of the car, and to my surprise here is the trend:

my04 115xxx miles- 12,700 excellent

2000 -13,075
2001 -13,225
2002 -12,375
2003 -13,225
2004 -12,700
2005 -14,490
2006 -14,210
2007 -14,175
2008 -16,240
2008 CR -17,265
2009 -15,900
2009 CR -17,010

Can someone explain to me why 2004 is one of the lowest of all the years with all the same mileage? one would think a 2004 would cost more than a 2000? Notice how the 2002 dips the lowest of all of them. What do you guys/gals think about this? Maybe people aren't wrecking 2004s as much lol

It's only a matter of record. KBB is not 'estimating' much but rather reporting what your local DMV is reporting.

so KBB takes records from used car sales given to the DMV from sales tax administered during registration of the bought vehicle? or am I completely off?

Some states don't allow people to put whatever sales they want to avoid sales tax.
