The reciever under the seat is for the optional factory alarm.

I think I found the receiver. It's this thin flat box adhered to the bottom of the seat right? It has a black wire with a knobby end that snakes toward the front and is held there by a metal braket.

Is this it?

Thats the one If you get a mirror and a flashlight you can see it even better. There are two controls that face downward. A dial for sensitivity and a switch for alarm option. (Auto-lock, Std, ...)

Do you think turning up the sensitivity will help my remote make contact with the receiver so I can get the locks to cycle?

Is tyhere any reason not to have sensitivy on MAX all the time?

does this method also work for the trunk? I just got my car (03) and the trunk button does not work on either remote.
You can't just tap the trunk button. You have to hold it down for a couple seconds for it to activate.

Sesitivity has nothing to do with the remote function. It's how sensitive the alarm is. If you go to max, you may have some false alarms with Thunder or or vehicle with Loud Exhaust driving by .

I'm not sure. I think that all Honda OEM alarms are the same. Just not 100% for sure.
