Is that guy stupid? You already sent money and he won't send it because of negative feedback. Report him to Paypal and if you got it from Ebay, report him to Ebay.

Yes between PayPal and your credit card, you should be able to get your money back. tell your credit card company that you did not receive the service rendered. they will investigate and you should get your money back within a month.

 

The credit card company will be no help. In the PayPal user agreement, you agree to never have your credit card do a credit against them. The penalty for doing this is - the amount of the charge. So either way, PayPal has the money. PayPal does have a complaint and investigation system now, but they do not promise to get your money back or get you the goods.

My guess is the CDs can't (or won't) be delivered because they are illegal copies of copywrited Honda material.

I see people selling microfiche and other parts CDs on eBay all the time - they are mostly copies of the legit stuff done w/o permission. I guess it is small scale and has slipped under the RADAR of the manufacters. Shop manuals cost more and I would think they would tend to notice if you are selling them.
