That is why the VIN number mileage is tracked at registrations, INS cliams, etc. OD fraud is a federal crime, and felony.

yes but as long as you dont go below the millage when you bought the car, your fine. hell, in PA, they check it when its sold. so, if i bought it new, racked up 90,000, swapped clusters to 1200, there would be no way to know(other then what would be obviouly 90,000 miles worth of wear).

In Texas (and Calif) they log it at inspection time every year too. I am sure other states do this as well.

other states yes, but my example (PA) they do not. well, they may log it but that information dosen't show up in say carfax.

I bet it would raise a red flag is the a dealer was to title it lower then the last inspection. Granted there is always a way around it, but is it worth getting caught?

Depends on which information they have access to. If they could see an obvious discrempcy then yes, it would be flagged but what I'm saying is in PA, they don't closely monitor that stuff. Unless say the dealer was the one doing all the inspections and is now titling the car.

And worth it? Depends, would it be easy to sell a s2000 with 90,000 miles? helll no, but 10,000? Yeah, I think so. Could even mean upto a $10,000 difference(kinda maybe sorta)

I'm really surprised that the mileage would be stored in the cluster. How would someone replace a defective cluster without committing fraud? It seems that new clusters would need to be available without the odometer module, so that the original one could be transferred from the old cluster.
