I tried searching but all I can find is that it needs to be modified. I know hardtopguy sells the splash shield retro kit but this adds an additional $150 to the conversion.

So my question is, what exactly has to get modified to get the splash shields to fit with an 04 bumper?

In general, the undertray is just a bit too short to reach the lower lip of the '04 front bumper - about an inch or two too short. You'd need to make some kind of extensions at each attachment point (I believe there are about 9 of them). Without these the undertray will catch in the wind and get bent backwards and rip off.
