Default Mystry spots on rims

Got a mystery here...

You know how your front rims get that brake dust on them? Well last month I look at my left front rim and I see what looks like a perfectly round scratch mark on my rim. It's about 1\2" in diameter. So I'm thinking what the heck is this. Upon further examination I discover that it is simply an area where the brake dust has been wiped away to reveal a perfectly round spot. Almost like someone took a pencil eraser and rotated it on my rim. Then this morning I look at my right rim and see the same thing only this time its the size of a quarter. I'm really scratching my head trying to figure out what could cause this.

Has anybody else seen this phenomenon?

Do you park on a public city street (time limit free street parking?) maybe its a meter person or parking cop. They may mark the tires this way to catch you long parking instead of the standard chalk mark. sneaky bastards

Just a thought

PS I can not type obviously , so I edited this post
