I'm not personally a fan of the Mugen bumper. Looks too much like a giant happy face. I also prefer the OEM 04+ lip to the mugen lip. So, my take would be add the duct if it makes you happy and put the rest of the $$$ into your ITB's or whatever else you want.
Now the mugen rear bumper...that thing is SICK.
