It's the Lucky Strike Racing logo, primary sponsor of BAR Honda. Lucky Strike cigarettes are still sold throughout the world.
As for the decal idea, I doubt I'd add them to my car. But if someone's going to do it, how about simple red circles, about the size of a half-dollar, minus the "Lucky Strike Racing" printing. That'd definitely be making a statement!

So you want to put the logo of a cigarette company on your S2000? Lucky Strike has about as much to do with Honda as Marlboro, Target, Motorola, KOOL, 7-11, Valvoline and all of the other racing sponsors they have had throughout the years.
Actually, as far as F1 goes, Lucky Strike has plenty to do with BAR Honda. As in $$$$$$$$$$. Just like Marlboro did when Senna drove Hondas.
I don't want to put anything on my S2000; I like it just the way it is. My suggestion was a simple red circle decal like the famed red "meatball" insignia of Imperial Japan's air force. (The Zero.) I think the JDF still uses the insignia.

I know Honda has plenty to do with BAR, but historically they're not any more important than the many other companies that have sponsored Honda cars in motorsports. It could be argued that because of the mediocrity of BAR that Lucky Strike is less illustrious than the sponsors that were affiliated with Honda when they were winning. I just find it hard to belive someone wants to put a sticker of a tobacco company's logo on their S2000 when the only connection to Honda is that the company helps pay for their current F1 team.
