Paint help!
Between the damage on in the front bumper, which appears to be due to a slight impact and the clear coat failure in the other pictures, your only choice is a re-spray. Whether that’s a DIY project or not is up to you.

Looks like an AP2 bumper conversion on an AP1...but someone didn't cut down the bumper beam.
You can clearance the bumper beam with a cutting wheel and a hammer.
Or you can buy an AP2 bumper beam.

With that being said, you are correct, there's no amount of detailing that's going to fix that. Or paint correction for that matter. you can't "correct" clear coat that's not there.

Any shop should be able to fix those issues, but it's a complete paint job. If anybody claims they can fix those spots, run. You may ask how they address those spider cracks, that can't be "scuffed", they have to completely sand those down smooth to the plastic. You're probably looking at $350 for that front bumper...of course depending on where you live.
My opinion, based on those pictures, I'd say it's time to invest in a paint job on the car. There's multiple areas of paint failure, a fresh bumper is going to make the rest of the flaws in the paint around it really stand out. If those pictures are the only areas that have issues, getting those areas addressed and then wet sanding and buffing the rest of the car would make quite a difference. The issue is, you can't just fix the bad spots, the entire panel where they're located has to be redone.
