I just put my flame suit on to say I think painting the lower part of the bumper the same color as the bumper instead of flat black makes the car look like it was in a wreck and the bodyshop didn't paint the new bumper right.

No need for a flame suit. It is a matter of personal taste, and nothing more. For me, I merely clear coated the black part on my New Formula Red car to make it shiney instead of rather dull, and I was happy with that. For resale, to make it look totally stock, I'll merely rub that lower bumper part down with "Prepsol" or similar deglosser, and there we'll go!
