can it "gansta lean"? no. but it can recline back a few degrees depending on how far back the seat is.

wouldn't it just be easier to walk over to the passenger side and check rather than post in here

Were you sitting it while reclining, or were you standing outside of your car while pulling the lever? It takes more force than it seems if the latter, but it reclines easily if you're actually sitting in it.

That or you had it all the way back, and it's hitting the roll bar thingamajig.

AP1 and AP2 are different than the AP2.5 (06-07).

The new seat design doesn't recline for the passenger IIRC.

My 07 passenger seat reclines just as much as the driver's seat. The passenger seat does, however, have more movement back and forth on the rail than the driver's.

I don't remember how my 01 was.

Make sure the seat is pushed forward. If it is back to far it will hit the rear panels before it has reclined enough for you to notice.

This has been discussed many times. The passenger seat does NOT recline like the drivers, supposedly due to the airbag sensor in the seat on 06 and up cars. Try it on your 06 and up and you will find the seat has a very limited recline. Move the seat forward so there is room behind it and then try to recline it. No dice....
