This has been discussed many times. The passenger seat does NOT recline like the drivers, supposedly due to the airbag sensor in the seat on 06 and up cars. Try it on your 06 and up and you will find the seat has a very limited recline. Move the seat forward so there is room behind it and then try to recline it. No dice....

I did read the posts mentioning this, however my 07 is not like this. The passenger reclines just as much as the driver's side. Only difference is how much movement back and forth on the rails. Passenger can move more than the driver.

first time i noticed this is when i saw an 04-05 AP2 with the top down and i saw the passenger seat reclined at about 45 degrees. it made me think
cause my wife hates the car when we are in it for more than 3 hours because there's not enough of a recline on the damn passenger seats.

My 07 passenger seat reclines as far as the drivers seat. I do agree, that if the seat is not forward it has limited movement in the recline direction because of interference with the rear of the cabin. I actually felt confident enough to sleep in that seat when my wife was driving late one night.
