Default Problem! (Installing new seat locks)

When I took out the front left OEM bolt on the passenger side seat my friend noticed there was rubber like thing found under the bolts. We didn't have the right tools to put in the seat locks but in his words he thinks "it was a rubber silicon placed over a bolt whole that was stripped so that the bolt can thread into it"

I just got this car and I have no idea how badly the last owner abused this car. Anyone have any experiences like this or might know what this means? I wont know exactly until tomorrow when I can try to get the seat locks on and see if there's a problem.

He said on a more positive note that "I think he just used silicon rubber to water proof the whole" However this was only found on one of the bolts. So I have no idea.
