Default Quick question, bumper removal

Trying to install the Rick's clear diffusers, I got all the bolts off, but cant seem to get the bumper off. I don't want to pull too hard for obvoius reasons. I looked at the manual, but it's just not coming off.

It just pulls off once the screws have been removed. There are clips under the headlights that hold the bumper in place. The install doc covers all of the screws, once they have been removed it just takes a tug or two.

I have read all of the thread on bumper removal. All screws and bolts has been remove. Somehow the bumper just wouldn't come off. The lift and pull method does not seems to work. Especially the fender on both side. There are still clinging tightly together. I did remove both bolt in the wheel well. Hmmm does 2003 model have an extra bolt hidden by any chance. I am not afraid of using tug or war with the bumper, but it just wouldn't separate.

You have to pull it off with some force. Don't be afraid, you won't break it.

Now here is my debate. I bought the PIAA turbojector 998. Should i install it in the mouth or cut out the 2 side vent and install it. What do you guys think??
