Default Rear wheel inner fender covers

I just picked up a '08, and noticed that there is a bolt on the lip of the rear wheel fenders (about 3-4 inches from the bottom of the rear fender) which isn't bolting anything down.

I also noticed that I can see straight through to the exhaust -- but didn't know if this was just how they came. Could the bolt be for a mud flap that was removed? Am I missing a fender cover?

Is the missing bolt on the bumper or on the side near the door? If it is the bumper thats a mounting point for the bumper. The S2000 did not have rear fender liners form the factory.

The bolt I was speaking of is on the fender rim, on the bumper side.

there is an aftermarket company that produces rear fender liners, but there is no OEM product.

I like the idea of these, but $395 + 5% for the pair? Ouch.
