Registration and insurance
Registration is up to the states. I have looked into that for my left side of the country state and the S (2009) does not meet classic criteria. It still must be smogged but no safety inspections.
Insurance is another matter. A search of topics here will reveal many threads on insurance. I am sitting on the fence for Hagerty. I qualify (Can't have a DD of the insured car) and the agreed price with the rate is attractive and I have USAA.

PA "Classic" car registration. Classic cars registered under this need to be on OEM condition so I wouldn't expect lowered and other modified cars to qualify. I don't see any benefit here. Not to be confused with "Classic" car insurance which doesn't seem to require "Classic" car registration. Agreed Value insurance is common for "classic" vehicles and is between you and your insurance company.

Define oem condition. Unless it spells it out definitely, my definition would be if you can still immediately identify what vehicle it is. Make and model.
If you put an ap2 bumper on an ap1, is it no longer oem condition? What about an aftermarket bumper?
If there is a benefit, I'd go forward with it until they told me I couldn't, and why. I doubt anyone from dmv is going to know what isn't stock unless it looks like it drove directly from a racetrack.

It does depend on the state. Here in TN if a car is 25years or older, it can be registered as a Antique Auto. This is a 1 time registration and you no longer have to pay wheel tax every year on it.
I would say most Classic or Antique registrations would come with some limitations. In TN there is a mileage per year restriction as well as the car can't be driven on week days unless for a specific reason. Like a parade or taking the car to a mechanic.
