Yes, not only is Capital One one of the companies that will change your interest rate to a default rate of 30%ish if they ever find you have had a 30 day late on ANY other debt, but they also raise your rate if your credit scores drop, they will hold your payment if it comes in close to due date and not post until the day after due date (hereby giving you a default interest rate) AND, this just happened to my son, if you get close to credit limit they will calculate in your balance as of the next statement with the interest included to make you go over the limit so that they can give you a default rate.
If you whine and scream they will sometimes back off the default rate, although usually they just tell you they can't revisit that issue for 6 months, but in any case they won't lower it back to the rate you had so you are screwed no matter what.
I own a mortgage company and I see at least a hundred different credit reports every month and Capital One heads the list of credit cards to avoid.
Other high problem cards are any CITI cards and Dillards Department Store.
EDIT: speaking of credit scores dropping since many credit card companies are dropping credit limits (once again Capital One heads that list too) that makes your free credit ratio drop at the credit bureaus and with no other change in your status it is making your credit scores drop.

Yep, Capital One was my first CC. I had a default of 8.9% and for no reason (never had a late bill, always paid more than minimum) they increased (a locked fix rate mind you) to 12.9% with no explanation.
I got pissed off and transfered the balance to another which has since then been paid off.
They now send me a letter like "what did we do wrong?" your not using our card, blah blah blah. They know what they did, I told them and raised hell when I called. I can't cancel it totally because it is my oldest form of credit (got it when I was 18, I'm 28 now). It just sits in my safe with no balance FTW!

good to know. i have a capital one card and a washington mutual (or should i say jp morgan chase) card. i just got the wamu one a couple months ago. capital one did raise my apr out of nowwhere a year ago. just decided to pay the remaining balance off today. i will try to use my wamu card instead since it has a lower rate.
