Seatback Rattles
since there are several types of rattles that have been identified in the cockpit, it might be easier to help you if you could give more specifics...
can you i.d. where on the seat the rattle is coming from?
what does it sound like?
same boot on and boot off?
same rattle with the seatbelt fastened or loose?
no change if the seat position is changed?

I am reasonably sure it is the sear back....not the belt. I have checked the seat mounting at the rail and it is solid. I believe it is from the back itself and happens on fairly smooth roads, but it is related to suspension movement

Before you dismiss the idea, try this. Take the blade part of the seatbelt and insert it in the keeper at the top of the seat. Just flip it over and slide the blade part into the keeper. You've just eliminated the most common rattle. Then see if you can duplicate the other part.
BTW, my method has the same result as fastening the belt but leaves the seat completely open for your makeup, curling iron, or electric shaver.

I also experience a rattle when going over bumps...it's gotten worse though, I can hear the rattle right at startup as the car shakes. The interesting thing is that after numerous atempts to confirm that it was indeed the seatback...I tried putting some pressure on the bottom seat cushion while driving over bumps and noticed the rattle was gone. It seems as though there is some vertical play in the seat itself....not really sure how to fix it.
I keep the seatbelt fastened whenever the seat is empty. Also make sure the back of the seat is not hitting the roll hoop cover. This is a common cause for extra noise. Also make sure your spare tire is securely tightened. It's in the trunk and right behind the passenger seat.
