You dont HAVE to purchase the entire 6-12 month term all at once.
As for the OP... Almost every Bank or loan agency require insurance for loans. Kind of a no brainer.
As for your problem, go to a smog place and tell them your situation. They will tell you what you can/cant do, or tell who you to contact that can. Also try your local forums.
