There's a whole host of reasons for this, and yes the angle of the seats have something to do with it. With your hips sitting lower than your knees there's less bloodflow. On top of that your body is hardly concerned with doing the excessive amount of work to force blood to that area.
I'm not young, and all for enjoying sexuality thus I'm assuming this question is in regards to getting road head (not to offend anyone, just straightforward). Let's be honest though, the configuration of our cabin makes this act considerably more dangerous in our cars, than it could be considered in others. If it's not related to that, and you're just concerned you might want to visit a counselor as it seems you might have some self confidence problems. (Once again, not to be rude).
