Default Some Rust on Frame *Updated*

I was cleaning my engine bay to get rid of what seemed to be rust proofing (I'm pretty sure it is); but from the undercarriage, it looks like a previous owner may have drove through winter or something. This past spring I had an alignment done for my new tires and I was told the lower control arms were frozen. But anyway, in the pics below I'm guessing this a result of a frame that was beginning to rust and then sprayed with a some sort of rust-proofing. Should I be concerned? I would think that it's not enough to effect it but it also looks funky at the same time. Any thoughts or suggestions would be appreciated, thanks!

It might be hard to see because it's not in focus but in the second picture you can see the rust ^^^

Btw
Here is another thread with more pics that I started earlier because I was in the process of trying to clean it up. It's coming off but I'm suspecting that it's some sort of rust proofing that was deliberately sprayed in welded areas.

And another question, is the frame supposed to look like that? Shouldn't it be completely straight?

I think you should start with a thorough engine bay cleaning. There are how-tos in the detailing forums here, but once you get the grime taken care of we can see whats really there. It looks like a lot of oil to me as well.
