If you re-inforce the lip, then any shock you may have will be transmitted through the lip and into the bumper that it's attached to. You'll break one of the other. Which one would you prefer?
You might simply minimize the scraping damage by lining the underside of the lip with about 40mil to 80mil 3M film. I've done that for years.
There used to be a company that supplied adhesive steel strips that you could stick to the underside Viper front bumpers to tape a bit more scraping. This might be a stronger alternative to the film and does not actually re-inforce the lip.
Knowing this, you may want to reconsider lowering the car but if you do, this will be a consequence you will have to face.

what about cuttin out the underside of the lip? It dosent bolt to anything, and thats reall the only part that scrapes. Woud it hurt the pis structurally (sp?) to remove the unseen underside?

Oh yeah i almost Forgot- XViper Rules!

Remembering what the Bulletproof lip looks like, I'm thinking that underside is an integral part of the structural rigidity of the whole piece. If you were to cut it, a) it would flex too much and b) it may crack even easier if you ran it over something - something like "rolling up the rim" on those coffee cups.
You may have to get used to replacing that 3M film regularly if that's what you end up doing.
