It is not illegal in the state of CA to make a left turn across a double yellow line. One should confirm the law in their own state before declaring it one way or the other as fact.
To the OP, the other driver failed to yield right of way. Obviously the officer gave him a ticket, so he is at fault. He may have been making the turn too close to an intersection, which could make the turn illegal, but this is conjecture on my part and generally irrelevant. You have a right to be made whole again per the law. You do not have a right to go after the guy for everything he owns because he made a mistake. People make mistakes. This is a known fact. That is why we are required by law to carry proof of financial responsibility (in most cases, that is car insurance). Focus on making sure you are well. Deal with the rest later. Your priority is your health. Your car is a car. You might love it and it may have been a very nice car, but it IS still just a car.

get a lawyer. i had an accident and was offered a rediculously low amount to replace my brand new car (only had a couple thousand miles on it) plus injuries I had. got a lawyer and ended up getting a decent amount, was able to cover my medical and get another car. I got a cheaper car and saved the rest. my back is still bad today but the next step is basically surgery so as long as I take it easy it doesnt hurt me
Very similar accident happened to me once, totaling my 1st car. An older lady pulled out from a parking lot and attempted to cross 2 lanes to go south. I was driving northbound, she crossed one lane and then the side of my car.
A lot of people are jumping on the "hire a lawyer" wagon very quickly and I'm not sure this is necessarily the best advice possible at this point in time. The OP should be more concerned about his health first. After that, he can see how the situation is handled by the other person's insurance. If, after he is fully checked out by a doctor and is hopefully found to have a clean bill of health, and if the insurance company steps up and does what it is supposed to do, then having involved an attorney does nothing but lighten his wallet. The attorney, once retained, may be entitled to a percentage of all that is awarded/recovered whether or not he/she does anything worthwhile at all. But if the OP finds that the other guy's insurance is not handling the situation satisfactorily, there is still time to hire an attorney at that point.

I say as much damage as the car has, I would either make sure you get enough money to replace the car, or get additional compensation after repairs for the degradation in value he caused.. past that, ask for enough to pay your medical expenses, any time you have to take from work, rental expenses, etc ...
Got the results back from the hospital, nothing broken. Hopefully nothing pops up in the future...
