What cooling plate is this?

No, these a rarer than JDM parts. There's only about 40 total ever built.

They sell out everytime.

Doesn't seem like it would flow much air compared to other cooling plates like the ARC and Carbing.

Well this cooling plate is designed to drive the cold air through the radiator, not into the stock intake
