I told them that was acceptable if it were easier for them. If they do not fill the stock holes, I asked them to remove the non-stock threads that were placed in the stock mounting holes (left of photo) and I will add the Honda plugs. They noted both options on my account.
the threads are stock. They are what holds the plugs in. The captured nuts on the drivers side of the bumper that are missing will have to be installed. To get to them, you have to remove the bumper cover, and I bet the nut is sitting on top of the styrofoam bumper pad.
Update,
Dropped the S2K off today. CarMax is using Maaco for the repairs
. I had Maaco paint some aftermarket off-road bumpers for a Toyota Tacoma build and they turned out like trash (overspray everywhere). I expect to pick up the car on Friday. Keep your fingers crossed that all turns out well

oh crap i would be a little bit worried if they dropped the name maaco to me. if it had to come down to that, i would have just taken the bumper off myself and delivered just the bumper to get painted so maaco doesn't somehow screw up the rest of the car either.
but i have read some stories about maaco being alright, lets hope this turns out to be one of them!

That was my first thought when I read Maaco. They don't have a very good reputation here locally.

I just bought a 2007 RED s2000 from buene park carmax california last weekend, and when I went home .. guess what ... i found out they drill the screws into the bumper for holding the license plate .... but i figure they will blame it to the original owner, and also they probably do a bad paint job even if they are to fix it .. so I chose to leave it as-is since I have to put the license plate ON always anyways. ... I just hope there are no other negative effect of doing this ...

Same color, same car max plate holder ( it was also flipped out like yours )... and same color ... as your car as well, at first i was like ... did you return your car and they actually sell it to me ??!! ... but mine was an 07 with a OEM front lip.
Just run a front plate and be done with it...probably not worth the time and hassle of finding another car or getting into a huge pissing match.
Maybe someone will hit the car and you'll get a new bumper anyways...?

I could not be happier with the outcome. Props go out to both CarMax's Service department and Maaco. In return for the great follow-up service from CarMax, I am writing the Store manager a letter personally thanking the Service manager for a job well done.
Thanks to everyone here for the suggestions and replies. Now it's time to get on with the mods.
